It often times wasn't even on the first page, and I would see dozens of listings ahead of mine, that weren't promoted, and in some cases, there were items that didn't even match what was being searched for. However if I went to a computer in our store that had never even been on ebay, or at least logged into under our store name. One that was stated before, is that when I promoted an item, and then went to look it up, we would be near the top if I looked it up on the same computer I did the promotion on. We as a company had been selling on ebay for a couple of years, and had just been asked to step in to run all of our ecommerce sales.
